What does Daniel 7:9 mean?

Then I saw thrones being set up, and someone ancient and majestic took his seat. His clothes were white as snow, and his hair was pure wool. His throne was blazing with fire, and its wheels were burning flames. Daniel 7:9 - Modern Text Bible
